Based on the color of the tiles outside the room, it looks like Walnut-Locust on the Broad Street Line. It is easy to wander accidentally from the Broad Street Concourse underground to the Walnut-Locust station without even realizing it. :)
While the guys says he'd eat the crackers today, I wouldn't. I opened one of those cans of "Survival Biscuits" and they smelled horrible. I WOULD, however, eat the Civid Defense candies he mentioned. I've eaten some and it's still good.

No, you can find the cans of survival candy in various Fallout Shelters, as it was mass produced for the CD program in the 1960's along with the crackers.
