Time resets after rebounds so the three seconds have to be counted after he got the ball. And when a player is surrounded like that Refs are more focused on other calls - potential fouls, jump ball situations. There's also the fact that whoever is not immediate to Shaq but in the paint can be also called for Definsive 3 seconds. Meh, Shaq is beast in that area in any occasion.

I have counted Dwight Howard 15 seconds in the paint. and no 3 second call.
