*Spoilers in this reply!* If you mean specifically the swordian masters the its when you reach the swordian lab and face dymlos. if you mean all characters using the same blast caliburs then you have to finish the game, be on your second playthrough or higher, get at least a 100 hit combo and use the blast calibur with 2 or more bars. :)

TotA is the best when it comes to hi ougis, because all the officer villains have, except dist (coz he's only using a robot), even the cameos

ToDR- only miktran and barbatos

ToR- only the playable characters and no singles

ToD2- only barbatos and fortuna
