But at one point trying to stop the spin he says "opposite aileron". In my spin training we were told to leave the ailerons neutral due to something like "reverse regions of control" and that the rudder was to be opposite the direction of the spin.
So did this pilot make things worse, or is that proper procedure in a T-45?
Yes it is one of the prescribed techniques to apply "outspin" aileron. He probably had inadvertently applies "inspin" aileron in the first place which is why it almost went into an inverted spin, and Hawks are not cleared for that due to the excessive rudder forces needed to recover.
It is prescribed (NATOPS says full with for upright, full opposite for inverted), and I'm sure it was intentional. This was at the Pax River testing, and the pilots had to figure out if the T-45 was safe enough for students to spin (it wasn't).

Just above 9,000 when he recovered he mentioned "Popping the chute" this may refer to a drag chute rather than ejecting, anyone care to clarify?
