I'm guessing that Lunkenhrmer bell may have been slightly misaligned, since it had to "warm up". Ideally the OD of the slit should be the same as the ID of the bell and directly below it, The languid plate should also be flush with the bowl. If any of this was only slightly out, this would have devoiced the whistle enough to cause the problem.
