I believe in aliens, but I think that this was just flares. They're designed to burn long and fall slow. That little movement was probably just wind catching them. I understand how you could think that it was a UFO, though. Also, sorry if I offend any one. It's just my opinion.

You hear the sound of helicopters and the lights seem to be dropping slowly so they might be some sort of flares
