It's Godard mocking America's participation in the Vietnam war. This scene is taken from the movie Pierrot le fou.
The film is very episodic, but regardless of the plot, it's an autobiographical movie. The very obvious subtext is that the film's writer/director is trying to deal with the fact that his wife--who plays the female lead in this film--cheated on him. Needless to say, things got pretty crazy on set.

The affair devastated Godard, and it eventually led to the end of the marriage. Nevertheless, they remained married for several more years, and Pierrot was made during that period.
This idea comes from a book full of inaccuracies, to say the least, made by an obvious ex-devoted fan who tries to kill his ex-idol. I've read several interview of Karina and Godard and never heard of that. Karina said the end of their marriage was probably the child they never had together.
