The girl's family pay dowry first, then at the marrige, the girl will collect enough cash to cover the cost of dowry,typically 1-2 year salary, plus lot of expensive jewlry from the future mother-in-law. So the girl's family spend almost nothing. Also after marrige, the girl is the boss, controlling family's budget. Unlike American girls, they manage money very carefully. That's why Chinese have lot of cash. Ask any Chinese, you'll find out.
