My memory may be off, but I think we used 1 hand-width above the hip - I remember buying an garden-variety hoe at the hardware store and cutting it down to size, but not the exact amount I removed.
A hardware or farm supply would be a better choice - even if you don't find one with a heavy metal blade, you can practice with the same model you use in the garden.
