it's not a bad idea, people should take an exams before having kids

there are so many unfit parents in this world

people that in no case should breed and have kids

both of my neighbors are like that , always shouting at their dumb kids and let them cry for hours. not every one should have kids!

Before people have children, they should be made to sit exams, written and practical or even both, so that they can be issued with "breeding licenses".
