Each example you mentioned is an issue for the Mayor of New York City. These are not issues for the President of the United States of America (read article II of the constitution).
Maybe it's time for a new mayor, but I would advise against choosing a President for local reasons.

Downtown Manhattan is still a construction site - now 6.5 years after 9/11.
It seems that politics prevented an immediate reconstruction.
Those twin towers are gone forever - now they are going to build different towers there and it took them 6.5 years to figure it out.
We need a president that will make the much needed changes for everyone.
The subways downtown are still being reconstructed after 6.5 years!
