I think he argues that deaf people should learn to read lips instead of use sign language, but I'm not sure. That would make this video sort of ironic wouldn't it? An infant's visual system develops "sight" by looking around and seeing, without being taught to do so by parents. Babies born without the ability to open their eyelids will be "blind," however, unless parents regularly hold their eyelids open so the visual system can develop.

I was under the impression that Chomsky suggested that grammar was the language of the mind, but that the mind is a developing organism, so that both relate to the environment that it is immersed in. No?

Nobody came into Martha's Vineyard and taught the deaf people how to create a sign language. They created it themselves, with a grammar that is different from English grammar. How could they do this without some instinctive ability?
@jxhensley most sign languages come from old french sign language, which was created by hearing people and taught to deaf people. and if anything, the difference in grammar between martha's vineyard sl and english would be evidence that grammar is not innate at all, otherwise the syntactic structures would be the same.

It wasn't so much grammar as it was the syntax of language. Grammar can be comma usage, capitalizing, punctuation, etc. Syntax is the sentence structure, for example subject + verb, or adjective modifying a noun before or after the noun.
