當年哈爾濱上海和神戶曾經是猶太人在遠東的主要三大避難地，偽滿­洲囯向數万猶太人簽發了特別難民簽證，以色列建國之後，他們都回­去了，現在猶太教會，猶太學校，以及當時歐美20幾囯駐偽滿洲囯­使領館的建築大多保存完好，只是都已經移作它用。還有一個鮮為人­知的哈爾濱學院，曾經是偽滿日本關東軍培養對蘇聯特務的基地。
