His lips are saying No but the nod of his head and his way with words say yes israel do have nuclear weapons, he does the same nod of the head when asked if USA have nuclear weapons and russian, its all in the body language.

They started their nuclear program in 1948, by 1954 they had their first few bombs by now they have 400+ Nuclear- and Thermonuclear warheads.
