No it doesn't,they may have U at the beginning of their names but,U-8 has no connection to U-3 from RE4 once so ever.Look up Wiki they even said it has nothing to do with U-3 in any way.

I meant Wikipedia,they just say Wiki for short.Plus I am sure they're not related,one was a mix of a human,insect and a lizard.The other was basically a mix of a crab,insect,spider and many other organisms.2 different species there pal.

U-3"
