Easy fix, shut it down, let the caps discharge, and the tubes cool. Carefully brush out dust from the circuit board with a paint brush, and canned air. flush out the tuner dials with tuner cleaner/lubricant, and allow to dry. try again, if it still pops and doesn't get stations, then use the design schematics to replace all the old capacitors with new tech capacitors, those old electrolytes leak and fail after awhile. Done this to old victoreen Geiger counters, they work great after that.
I have a S-38E. I just use a length of wire as my antenna and pick up many stations- it's much better than my "modern" shortwave radio. As everyone says, you need caps.
