Ok here is the deal. Yes, he was cheating. You cannot obtain Arceus's event item without cheating. The item was never released by Nintendo, and never will be. If someone told you it was, they are lying. Japan did not get it either.

you went to a wi-fi event didn't u, and i do know a hack that can make any pokeball work as a master ball but the buttons you have to press and when you press them is a tricky thing to do... you can mess it up very easily... If you want to know it just ask.

PS: u don't need any cheating device to activate this cheat! and if you think I'm lieing, I just found it on a website tried it on a legendary with a pokeball and it took 12 tries before it worked & it had max hp.
