The Shah's mistake toward the Iranian people was that he didn't allow reform for a gradual democratization of Iran, which made the people grow disgruntled with his rule. Had he done that, the people would never by into Khomeini's false promises and lies. Moreover, he could have stayed in power. Strategically his biggest mistake was that he had a too big mouth when talking about the great powers (UK, US, Germany, USSR) which made them fear him and act to dethrone him, which they all regret today.
