Basically, the people with seeds 1-9 pick one person that they're interested in moving and they give the picked player an armband thing with their name on it.(The 2 people that gave it to him were Calm and Jaedong) Then the people that gave the armbands to him can move him later or something like that.

@MulgeroBeba Actually, I learned that my info is a bit wrong from watching the other parts.

When I said that the people that gave out the armbands could move the armbanded people, I was actually wrong. It's just the the 1-9 seeds can move the other seeds around, the programmers thought it'd create more drama with the "giving it to the progamer that he's interested in". The armbands really don't do a thing.
