Interestingly enough, the proceeds from this film all went towards getting these individuals apartments above ground. The director, Marc Singer, ran out of money (not only for filming but also personally) and moved down into the tunnels for a period of time. While he may not have saved these people from poverty and substance abuse, he tried. Check out the bonus features if you can find them - it's a very interesting story.
