Dal Ryeok(달력) is meaning of the calender, not month.
Western countries start in Sunday first, but many eastern countries start in Monday.
That's why he called Monday(월요일) first.

for koreans, the first day of the week is sunday or monday?

I think, in the actual paper-like calendar it is Sunday in most cases. But people start to work or go to school from Monday. I guess all the countries that I have been so far was like that.
Do you know any exceptions?
