One of the obstacles in that is Pokemon being Nintendo (GameCube, Wii, etc.) while Digimon is Sony (playstation, X-box, etc.) Pokemon has never had an official Sony game before while Digimon has never had an official Nintendo game with the exception of the two Digimon games for the Nintendo DS. But still, a fanmade Pokemon/Digimon game could be in the making as we speak.
i think they should make a game related to this but better :P (what i mean is a game with pokemon and digimon ^^)
