Yes, you can go back to the Gateway Galaxy. But you have to unlock the next-to-last dome.

you have to beat Bowser's Dark Matter Planet to get the Grand Star to unlock the next-to-last-dome. You have to go past the Gate on the way there, and the Gate only has one galaxy - Gateway Galaxy.
