I hated when they got rid of Angie. To me Angie should have stayed and Addy should have not. Because she and Nell were always arguing in season 3-6. Angie was too scatterbrained to argue with anyone

Well, that's probably why Addy replaced Angie because the show was probably looking for someone who can stand up to Nell besides the chief. Arguements between friends on a sitcom is funnier than having a smart friend and a dumb. They had a great chemistry together like Roseanne and Jackie from "Roseanne" or Fred Sanford and Aunt Esther.
