I don't believe the cat, god of walls, is a true god within Japanese culture. It was just thrown into the game. The brush gods being the animals of the Chinese Zodiac, in addition to the cat. Umm... like how there's a cat in Fruits Basket, even though there's no cat in the zodiac.

Kabegami isn't a true "God" seeing as the other 12 are of the Chinese Zodiac. The cat was tricked out of its place by the Rat.
