Back in 1996, my first visit to Kabul, I encountered the traffic jam. My driver told me that the Taliban had stopped all traffic during the prayer time. Talib soldiers would beat you if you hadn't stopped.
I'm sure they understand what the rules are. But what comes harder is a habit of following rules. This is common all over the developing world, who simply have very little experience with governance as we, westerners, think of it. You would know this if you've ever been out of the country.
It would have been better for Afghanistan if the Soviets had just stayed there, but of course the US and Saudi Arabia had to intervene with their ''Mujahideen''

@Inkan1969 I agree 100%. I've served in the Kabul area of Afghanistan. I also feel that America should have stayed involved with Afghanistan after the war with the Soviets. I'm not gonna pretend to revise history and say that had America stayed, that the Talibs and UBL wouldn't have been an issue. I am saying that we should have stayed and helped Afghanistan and its infrastructure. Afganistan is incredibly beautiful, yet incredibly beat up and run down. God bless Afghanistan. She needs it.
Soviets tried to get US involved to help them get out and to maintain Afghan gov't control, and warned us that a vacuum there would lead to control by a radical group like the Taliban. The US refused. I think the American people have always had a problem staying interested in M-East because if you don't have a score card you don't have to listen to the squabbling very long to start thinking all factions sound about equally nuts so let them sort it out. Turns out some are more nuts but who knew?
Exactly, the vacuum that led to the Time of the Rapes was the fundamental mistake of the U.S. that has led to the Taliban, al-Qaeda, the 9/11 terrorist attacks, and the current dire strait of Afghanistan. The U.S. could've prevented all of this in 1989-92. This is the fault of George Bush, Sr.
