The way I see it, Man United let him go so he can rebuild his football career elsewhere. Sir Alex knew he can't give much play time to Owen, and apart from his first season, he had nothing but bad luck, that's why Sir Alex wanted him to get a fresh start at another club and start over again without any expectation. But for the chosen club to be city is surprising, though.

Remember Saha?? After we let him go, he went on to have a decent career at everton, after an injury ravaged one at united.

So that probably suggests that SAF felt Hargo had nothing left to contribute to the team. But I agree with you that it was a huge shock that City would sign him as their new player a few weeks later...

Remember that had Hargreaves stayed, even for free (a rumor I still doubt, given the number of rumors swirling in football), he would be under pressure to meet some expectation, which might impede his recovery and mentality.

I bet it wasn't easy for SAF as well, He is the most disappointed with the whole thing other than Hargreaves.
