commissioned officers are in command of the actual unit. like a colonel commands a battalion with a sergeant major or command sergeant major as principal NCO <----non-commissioned officer. basically the NCO is the 2nd in command. the NCO answers to the commanding officer and to nobody else.

my last comment....thats Lieutenant colonel commands a battallion.
i only said colonel cause usually when they are speaking of the rank they dont say lieutenant colonel. they just say colonel.
now if they are talking in reference to the chain of command they might say lieutenant colonel to distinguish the rank difference.
just like you dont hear people saying 1st lieutenant or 2nd lieutenant. mostly you just here lieutenant.
same with the sergeant rank. dont really say first sgt. .
