the video your useing probly doesn't have a high enough Fps rate

if its your cam and you can there might be a setting you can change from like 24Fsp or cinematic mode to 30Fsp or higher which i forget the name for

Isn't the same effect as it changes the speed per clip. You'll hear a bigger difference between clips than in After Effects.

there is a better way to do that asshole, you can control video timing with curve and there is no need to slit it like an asshole =) i dont mean my comment..

im not sure,, but i think that u have to selct the clip and then press V. A blue line will appear in the clip and when its higher its faster, when its lower its slower. =) if it isnt V try other keys, it should be near V. Same with audio fading.. good luck
