Well I don't fish myself for halibut or striped bass from a pier but I would say if I was going to I would use 4/0 hooks and fish just past the waves,,,,never seen anybody fishing with lures on the piers in my area but maybe your area is different so check with the local fishermen,,,,,"best of luck",,,Peace!!!
