It was just a derogitory slang term used for Japanese import vehicles. Because in the 70-80s when the US had to scale back vehicle size and engine size the import market flourished because they had already been making small engine, small bodied cars. People in the US don't like things that are different. Jap imports were called rice or rice burner as a cut down.
