Having people not use racist terms means they can't face their conflicts straight on. People will be racist anyway. Verbal racism is only a symptom of actual racism, if you take away the symptoms you'll actually have no way of knowing if racism really exists.
Use of racist terms isn't racism, the motivation of the use often is.
