He's speaking dutch, but since dutch is like a mix of a couple languages, including german, it does rarely sound like german.

Since I'm German, I understand a part of what he's saying :P

It was a very sharp action from the dutch police. The driver switched cars with a friend. He probably offered him a load of cash if he took the blame.
