The first three seasons were liscenced by MediaMiners a good number of years ago, so the DVDs/VHS tapes should be floating around stores. Barring that, you'd need to find some place that streams or torrents liscenced anime.

Neither, but it's closer to shounen, I suppose. It's basically one big parody of the whole fantasy genre. Great series, I highly reccomend it.
