The Engines stalled in rough seas and a wave hit it broadside. That can happen to any ship, no matter what the weather, no matter who the captain. Ships have sank in less stormy weather then this and in worse weather.
Engine stalling can happen to the most advanced ships and best captains.
Are you a captain?...looks like you know everything. If you are one of them can you still sailing on the sea while the typhoon coming on your way?...
I know a good captain is done a lot specially a weather condition but before you sailed you need to communicate first the coast guard right? in this case the coast guard and the captain is both committed a mistake, both parties knows what will happen if they continue to sail.

I use ferry cuz its such an experience. Porters grab your bags, kids in the water begging. from overseas, Manila. 6 months, a year... working, returning home to provinces with gifts, excited to go home for fiesta. My wife is filipina and hates the ferry, I spend the time make friends, drink, karaoke with anyone, so many friends I've met. it really hurt cuz I felt like I knew these people, the ferry may be different but the story is the same, up until that tragic end... GOD Bless their souls.

Captains put to sea in any weather condition that the ship can handle. This storm was a Category 2. A storm which most captains WILL put to sea in.
