This is indeed a great project and Lord knows Haiti needs all the help it can get from whatever source. But my question is why can't the Haitian government be creative to raise national revenues to sponsor its own country's projects? For example, a lottery system system similar to the U.S. can easily bring more than 2 billion dollars per year. Haiti is basically like great we now have 15thousand dollars to fund this meager project, but now we have the problem of how do we pay it back when World Bank policies make it so we can't make money... So much for actually benefiting from the project when we're dead from starvation as a result?
