Pretty much have to complete the story. I think you get it after you beat the story battle for Hero Mode, or maybe the one before last. Just play to the end and you'll get Saiyan Armor 1 (like Raditz/Nappa) and 2 (Like Vegeta), then you can recolour them the same as in the story or different if you want.
