It's Cho Den-O, and it's not him who becomes Vega Form, Cho Den-O is just Climax Form with Sieg's mask on it's back which gives him wings.

It's NEW Den-O (Ryotaro's grandson) who uses Deneb because Yuuto is turned into a child and cannot Henshin into Zeronos, so NEW Den-O uses Deneb to assume a new form, so now he have two forms: Strike form (default) and Vega form (with Deneb)
