I now realise why Dr. Facilier doesn't wear a shirt: it's because wearing a tuxedo, or more specifically a tailcoat, one sometimes doesn't wear a shirt, one wears a shirt *front*, which has the buttons and collar, all to be tucked in under one's vest. Facilier likely sees no need to wear a shirt front or tie.
