I'm not sure about all this but aren't the apps designed/created by some developer? Who developed the NPR app? If NPR developed it, then aren't they the ones that receive royalties (or however they pay developers per download)? If that's true, then NPR is just using the ever popular iPad as a platform to, perhaps, expand their audience base. I don't own an iPad so I'm not defending them. I only own a 3rd Gen Ipod Nano. ;)
