Then at each facility we pile 'em up in the yards and open every cell at the same time and let them go at it. Survivors could be used in a far more effective "Scared Straight" program.

You would think that anyone that does a stretch in our horrible prison system would never take the chance of ending up in there again, but as you point out the majority do. I owned 3 businesses back in the early 90's back when I still had ideals. I regularly hired ex-cons for my remodeling biz, all but 3 of them were back in the system within a year out of 50 some.
