what a lovely tzu. all mine have skin allergies; they are prone to them. i bathe them frequently since we walk alot to cut down on the allergens, give them atarax twice daily so they don't itch, and no corn diet. fish oil is also recommended.
Poor dog :( I hope you find a good vet soon in Manila. There's not a lot of good vets available there because not that many people treat dogs like they do in the USA, where most pets get spoiled.
Yes a switch in diet will help but more important is plenty of exercise and keep it happy by playing with it...a stress free dog is a healthy dog
