The issue is complicated as they're both 'bad' men by definition, but the circumstances - including the fact that there were two brothers, Jesse had his back turned, was unarmed, and probably realised what was going on and didn't stop it - make it easy to call Ford a coward, even if Jesse wasn't the hero
