I think the enemies are very effective in Condemned not just because of the jump scares, but because of the way they fight. They don't just run at you, attack, then die. The combination of surprise attacks, semi-effective blocking, and their strategy of retreating after landing a hit or two make them effective and scary!
On a side note, it's a shame (although understandable) that you guys wont be playing through the whole game. the shopping mall level and the final boss fight are extraordinary!

While I think the hobos are effective monsters due to the way they add to the atmosphere and condition of the environment overall, but I think the really scary part is this hopeless city that you are in seemingly without any real means of escape, plus all the odd bits of symbolism and circumstance seem to be leading to something pretty terrible.
I remember playing this actually when the 360 launched and was super impressed by it. I related to people how unsettling it was, maybe not terrifying but scary in the way that there's something very real about a drugged up psycho willing to bash your freaking skull in with a lead pipe. So, yes, these are effective "monsters".
yeah the hobo men in the beginning are pretty scary, but the bit of this game in the department store...holy shit i have never been more scared of a game than when that shit was going on.
The scariest enemies I think are the ones that are subversion of humans, like here the crazy hobos. Their AI is pretty ahead of its time, with fake attacks, hiding, and grabbing the nearest weapon. They don't need grotesque designs to be creepy, just damn good AI.
The Condemned junkies are legitimately scary. Obviously the most effective source of horror in the game. Mostly because it's realistic. I've only played Condemned 2, and it has monsters and bears. No where near as effective as the hobos.
In regards to your question, Matt, I do think that the INITIAL enemies in Condemned are a bit creepy. Their ragged hair and filthy clothes make them "blend" into the environment, which is pretty creepy for the most part. HOWEVER, you guys have only seen the very first enemy type, and the worst has yet to come.
Cheese Pooz are littered all over F.E.A.R. as well. So is a calendar that you'll run into Condemned. Fun little sight gags. And glad to see you've finally got to a scarier game. Condemned is good about not blowing it's load early, and keeping unsettling moments all throughout the game.

Answer to your question at the end. Yes I think the condemned enemy's are scary. Their vocal gibberish, disturbingly cut up faces and dirty clothes make them quite crazy looking. In the last video you guys stopped and starred at one and he didn't do anything until you tazed him. Onetime I did this same thing but instead of standing motionless the guy was pacing back and forth like a caged tiger. He was pointing at me and shouting random shit. It was pretty spooky and unexpected.
The angry hobos make for pretty scary enemies, and they become increasingly more messed up looking the further you get into the game. Oh, and something seems to be happening in the city that is making the hobos (and the birds) go crazy,
