Dear Juliet - you are failing not just the victims, but the perpretators themselves. They need to understand they have done wrong, they need to be punished BEFORE they can be rehabilitated. If they, because of your softness on sentencing, never understand they have done wrong, they will never have a chance of changing themselves. Your 'justice' is undermining real justice and is why good people (ie non-criminals) feels so afraid in the UK today.
