In the context of Northern Ireland, republicans are a faction that believe in Irish independence and Unionists/Loyalists are ones that believe in Ulster remaining part of the UK.
Also, the US GOP just uses anti-federal rhetoric as part of their polemics since the Southern Strategy. Their actual policies have rarely been small-government.
