Latvia and Lithuania probably are. Personally I have nothing against Russians. In fact, im 50% russian. But the fact of the matter is, that most of the russian population in Estonia are the the onion-type.

So what may be the difference that took place after Soviet Union collapse between our 2 neighbor countries?
