there's no clear cut reason. it's called "shokeling" which can be loosely translated as "swaying". they don't just do this at the western wall but will do it whenever they are praying. some people say it is because the soul wants to escape the body and return to God so it causes us to sway. but again, i don't know of any other reason for it. it takes pressure of your back though when standing for long periods of time!
