i think homemade nail stickers are easier to use cuz the 'real'ones are soo thick and they curl if you dont press them good enough (sorry for the misspellings i'm from Holland :))

What i do is before i make the object i put an area of clear coat first so its thicker and will come off more easy. Then you cut the unwanted edges if necessary

If you sure a small brush or striper instead of the big 'regulair' brush of the nail polish, you will be much more free in your designs and can create smaller details if you like. Also after putting in on the plastic, when your polish is still wet!!!, take a very generous amount of topcoat and just let it fall of your brush so that it wont smugde. Let it dry very well, because if you dont it wont get the whole drawing. Putting in the freezer is a no-go. the topcoat will dry, polish isnt going to

For the sticky I'd bet something like a thin layer of (cooking spray) would help them slide off easily. For drying, why not put them in front of a fan? I'd think refrigerating or freezing would cause them to get brittle and possibly shrink.

I'd recommen you coat your design with a generous amount of topcoat, so the chance of tearing it apart will be reduced. This is also highly recommanded for more difficult designs.

What I like to use is the selfadhesive plastic foil that libraries use to wrap books in to protect them... I haven't got a clue what the name for that is, but it works really well. It is already a smooth surface and if you have more complicated designs you could draw an outline on normal paper, and stick the foil onto it so you have some guidelines for your design.
