The Reichstag didn't have to approve anything before President Hindenburg could sign it. Hinderberg always twisted the constitution using "Article 48" which stated that the president could make any new laws in an emergency situation however it did not state what the emergency had to be. Although some of this movie was historically inaccurate, I think this was done well overall. And its kind of ironic that Hitler talks about protecting the "democracy" when Hindenburg ruled Germany in a more authoritarian way through Article 48. Still, great film, a definite must see.
